Metrolinx Environmental Assessment


As part of the preparations for the RER project Metrolinx was required to conduct an Environmental Project Report (“EPR”). This document was created by AECOM and outlines all of the key environmental factors that Metrolinx must take into account as the build out their RER plans.


The CAC has prepared a detailed list of questions for Metrolinx stemming from the EPR but we haven’t received any substantive responses to the requests.


Plans for our parks and greenspace need to be solidified

  • Small’s Creek

    Due to the fourth track expansion, a culvert at Small’s Creek will be modified to accommodate the extra width and grading of the track.

    Metrolinx will conduct further detailed reviews of the Small’s Creek culvert during the Detailed Design phase of the project - which is already happening now. That review will determine the type and extent of modifications required to the area. Including whether foliage and trees will be removed as part of the expansion plans.

    Metrolinx needs permits from the City of Toronto to remove trees - which hasn’t taken place yet. Based on Metrolinx Preliminary Design, it is anticipated that in- or near-water works may be required at Small’s Creek.

    There are currently no plans for sound mitigation over Small’s Creek - so homes along the ravine there will likely suffer significant increased noise due to the trumpeting affect of the trains through the open ravine.

 
  • Merrill Bridge Road Park

Merrill Bridge Road Park is a 1.4 hectare park near Woodbine Avenue that features an off leash dog park. The west end of the park leads down into a beautiful forested ravine. It is unclear as yet what, if any, foliage or greenery around the park will be removed as part of the track expansion.

It is imperative that we ensure the park and ravine get noise mitigation and ballast masts - which isn’t currently contemplated in Metrolinx plans.

  • Wildwood Crescent Playground

    Wildwood Crescent Playground is currently home to a number of mature trees blocking the tracks. It is unclear at this stage whether any of those trees are slated for removal as part of the track expansion.

    It is imperative that we ensure the park and ravine get noise mitigation and ballast masts - which isn’t currently contemplated in Metrolinx plans.
